'peleser' (also spelled 'pelacer' and 'pelenecer') most likely refers to [[wp>Tiglath-Pileser_III]], a well attested king of Assyria/Babylon who ruled from 745 BCE to his death in 727 BCE.

He appears in 2 Kings 15:29, 2 Kings 16:7-10, 1 Chronicles 5:6 & 26, and 2 Chronicles 28:20.
