Ostensibly meaning “whirlwind”, 'ceyer' (pronounced 'sayer') is often found in narratives where a character either comes to earth from the sky, or is lifted up into the sky.

It seems more appropriate to call the 'ceyer' a “tractor beam” of some kind.

This is most clearly demonstrated in the story of Elijah who is lifted up into the sky.

There are zero instances of 'ceyer' referring to a naturally occurring weather formation such as a tornado or hurricane. There is no evidence to support the typical translation of “whirlwhind”, which gives the illusion of such a natural weather phenomena.
